The Challenge
The Netherlands Enterprise Agency (RVO) holds a wealth of critical information for entrepreneurs—from subsidy details to international trade regulations. However, this data was locked inside traditional content management systems (CMS) and static webpages.
- Siloed Data: Valuable information was scattered across different systems, making it difficult to combine public government data with insights from private trade organizations.
- Limited Reach: To access information, entrepreneurs had to visit RVO.nl. There was no easy way for third parties (like industry associations or banks) to embed this government expertise directly into their own client portals.
- Developer Friction: Documentation for external partners was often manual and quickly outdated, creating a bottleneck for adoption.
Our Approach
We moved RVO towards a "Headless" and "Data-as-a-Service" architecture, treating content as an API-first product rather than just website text:
- AI-Ready Data Infrastructure: We engineered a unified data pipeline that ingests, normalizes, and structures data from both public sources (government policy) and private partners. This effectively turns unstructured policy documents into machine-readable data that is ready for future AI applications.
- Automated "Self-Healing" Documentation: We abandoned static PDF manuals. Instead, we built a documentation portal that syncs directly with the development release cycle. Using AI agents, the documentation is automatically updated whenever the API schema changes, ensuring developers always have 100% accurate integration guides.
- Federated Content Engine: We created a secure infrastructure that allows private partners to "bring their own data" into the RVO ecosystem, creating a unique mixed-source dataset that remains strictly governed and secure.
The Results
The "Informatiehuis" is now a live API platform that fundamentally changes how the government delivers value:
- Information Where It’s Needed: Instead of forcing users to visit a government site, RVO data now flows directly into the platforms entrepreneurs use daily—such as trade association dashboards and banking apps.
- Zero-Maintenance Docs: The technical team no longer spends time writing API docs. The AI-powered documentation engine keeps the developer portal in perfect sync with the code, drastically reducing support tickets from external developers.
- Future-Proof Foundation: RVO now has a structured data lake of combined public/private business intelligence. This creates the perfect foundation for future conversational AI agents that can answer complex cross-domain questions for Dutch entrepreneurs.
